The best way to Orient and/or Tilt Luminaires in Revit is to construct the Lighting Fixture Family with Orient and Tilt parameters.  Type or Instance parameters both work; which is better depends on the intended application of the Luminaire in question.  

For reliable parametric flexing, it is best to place the Revit Light Source in a nested sub-family, when building a family with Orient and Tilt capabilities.  More information on this technique available at this help link.

The attached *.rvt Project file contains an Instance of a flood light family that can be aimed using Orient and Tilt Instance Parameters.  Users are encouraged to adapt the .rfa family file to suit their own project needs.
